Just like the construction of Arpanet as the predecessor to Internet, which was constructed only for Pentagon defense if US would be in a nuclear war attack from the Sovjet Union.

Neither Arpanet as predecessor to Internet nor construction of World Wide Web was from the beginning projects intended for the public.

2 years ago was the 20 years anniversary of him publishing the proposal at CERN, 20 years ago yesterday is the 20 years anniversary since he released the WWW publicly, as open source, free software no licencing required on that newsgroup.
