I use my 83€ Mifi for 3G access everywhere. And a 7€/month pre-paid 1GB/month sim card. You can also tether on 3G using any Bluetooth mobile phone with data package. This way you don't need to pay a separate 3G subscription plan for using this on 3G. But I agree that a 3G modem option would be nice, but I think that option might cost at least $100-150 extra if not subsidized by you having to sign a contract with a telecom.

You can make phone calls on VOIP using SIP, Skype (when available for Android) over WiFi or 3G using BT or WiFi tethering. Fring for example provides video chat feature.
