It is possible though. What would need to happen is for a new or smaller manufacturer to introduce a cheap android phone for sale from selected retailers and bypass phone operators.

The problem is that it would be hard to sell without advertising, which would increase the price. Think of the Nexus One, it didn't sell very well from Google's online store, even though it should have. They didn't advertise it. But if it were sold from big retailers like USA's Walmart, then it would have a much better chance.

Personally I'm sick of these cheap phones with resistive screens, Arm 11 processors and low resolution screens.

None of the budget phone manufacturers are making a phone with a 1Ghz Cortex A8 processor and wvga capacitive screens. I hope this changes.

I suspect rubins answer was related to the nexus one being simply google dialing up HTC and ordering a phone with such and such specs. HTC then decides the price to sell it to google for.
