i was ranting about this on some forum, and had a url pointed out to me:

basically, this is the requirements google put on device makers to get access to the google apps and android market. probably the most troublesome requirement for non-phone devices is that google considers support for the phone app (dialer and so on) a part of the core support requirements.

End result, only phones get accepted for android market.

In one of the Q&A sessions someone from Google made a comment something like “well Android is running on 2″ screens on phones and 50″ screens on TVs, surely it will work on devices in between those sizes”. When asked about tablets, netbooks, etc…
