Just like the construction of Arpanet as the predecessor to Internet, which was constructed only for Pentagon defense if US would be in a nuclear war attack from the Sovjet Union. Neither Arpanet as predecessor to Internet nor construction of World Wide Web was from the beginning projects intended for the public. And the project that released as World Wide Web was from the beginning only intended for researchers at Cern to be able to communicate with each other even if the researchers had a pc, workstation or a Macintosh computer.
