I think your predictions are very accurate. My personal experience shows it. I use to have a smart phone from one of the biggest Canadian operators. The cheapest reasonable plan was for almost $100 a month, and it included 500mb of transfer and good calling features. The contract was for 3 years, and the phone was available for $150 - it was a Nokia E71.

Because it was my first phone service after moving to Canada, I just went for it because I liked the phone and generally the idea of internet in your palm. But migrating to other operator with different phones was difficult, because I'd have to pay extra to get out, and my smart phone wouldn't work with other operators, and it was already out-dated when I bought it.

I'm looking for and Android phone now, but it'd be way to much to get a reasonable phone without 3-year plan. So I'm one of these "waiting for below $250 unlocked smart phone with android and good prepaid data plan" folks.
